A quick review of parking rules
Parking on campus is by permit only. Eligible students and university employees must register motor vehicles with university police. Visitors must obtain a temporary permit for the day.
All vehicles must be legally parked in their designated area within properly lined parking spaces.
If you're an eligible commuter student, park in appropriate areas marked in black for 60 or more credit hours and purple for 59 or less credit hours. There is a $37.00 commuter fee.
Parking is available for residence hall students in two different lots. A $75.00 fee is charged to park in these lots. Shuttle service is available to and from the Blue Lot.
Faculty and staff may park in areas shown in red.
There is parking for disabled individuals with state-issued hangtags and/or license plates located throughout campus.
For special events and occasions, such as student move-in days, conferences and orientation programs, parking regulations may be suspended. Follow the directions established by University Police for these special occasions.
Some parking areas are restricted to specific individuals (like residence hall directors) or for university vehicles. Others will be ticketed.
Parking fines are $15 per ticket, and vehicles can be ticketed hourly. Illegal parking in handicapped spaces carries a $50 to $200 fine plus costs. Violators who get three or more parking tickets, with one unpaid, for at least 20 days prior to the current violation, will have their vehicle booted and/or towed at the owner's or driver's expense. Fire lane violations are $50 per ticket and vehicles parked in fire lanes are subject to being towed and stored at owner's expense.
Metered parking is available on the west side of Chestnut Street, along the north side of Second Street between Elwell and Scranton Commons, and at the Student Recreation Center. Metered parking is in effect seven days a week with specific metered times listed on each multi-bay parking meter.

Motor Vehicle Registration
All Motor vehicles must be registered with the University Police Department. Parking decals are issued when vehicles are registered. The decals must be properly displayed on the vehicle according to the University Parking Regulations.

Summer students must pre-register their vehicles on STINF starting May 5, and fall students on August 4. See the schedule below to determine when you will pick up your decal:

Vehicles must be parked in your designated area until you are scheduled to register. Do not park in faculty/staff areas or you will be ticketed hourly at the rate of $15.00 per hour. Ticketing in the commuter areas starts about the time classes begin.
Students eligible to obtain a campus parking decal must present the vehicle registration card (owner's card) and driver's license at time of registration. Any Bloomsburg commuter students who are not permanent residents of Bloomsburg must show some form of acceptable identification with name and current local address.

General Information
Bloomsburg University provides parking for eligible students, faculty, staff, and visitors. All vehicles must be registered with University Police. Metered parking is available west side of Chestnut Street, along the north side of Second Street between Elwell and Scranton Commons, and at the Student Recreation Center. Parking areas shown on the University parking map, are identified by color codes. Students, faculty, and staff are issued permits in accordance with the color-coded system.
Parking on University owned or leased property is at the driver's own risk. The University assumes no responsibility for damages or theft.
If you're faculty, staff or an eligible student, you can register with University Police from 8 a.m. to 4:00 p.m. Monday through Friday. You'll need your vehicle registration card and driver's license.
Students living outside a recognized perimeter around the university are eligible to register a vehicle and park on campus. Students residing in the established perimeter are not permitted to register a vehicle. See map at University Police for detailed perimeter, to see if you qualify.
Commuter Students with 60 or more earned credit hours must park in designated lots/areas shown in black and Commuter Students with fewer than 60 earned credit hours must park in designated lots/areas shown as purple on the map. Check this map to see if you qualify for commuter student parking; those who live within the red boundary cannot obtain commuter student parking privileges. Commuter students are required to pay a $37.00 parking fee per semester.
Students residing in resident halls can register a vehicle and park on campus. Resident Students with 60 or more credit hours park in the First Street (Green) Lot and Resident Students with 59 or less credit hours park in the Blue Lot. These lots require a parking fee of $75.00 per semester.
Students residing in Mt. Olympus, Montgomery Place, or Kile Apartments can register a vehicle and park in designated lots/areas for each apartment complex. These lots/areas require a parking fee of $75.00 per semester.
If you're a visitor to campus, you must obtain a visitor parking hangtag/permit and display it in your vehicle. Visitors may park in any legally lined area on campus, except handicapped designated spaces or reserved areas. Visitor hangtags can be obtained in the following buildings: Carver Hall, Buckingham Maintenance Center and University Police. If you're visiting the Admissions Office, Athletic Department, Speech and Hearing Clinic, or the Reading Center, visitor permits can be obtained from those departments for their specific areas. If you know whom you're visiting, you may have a visitor's hangtag mailed to you in advance. Free round trip shuttle service is available between the upper and lower campuses. Metered parking, at specified rates, is available to visitors.
If you're an overnight guest of a student residing in a dorm, you must get a visitor's hangtag at University Police and park in the First Street (Green) Lot. If you're an overnight guest at one of the apartments, you must get a visitor's pass from the Area Coordinator and park in a designated lot/area.
Parking is permitted only in lined spaces, in the appropriate decal/hangtag/permit designated area.
Parking is not allowed on university property on Monday through Friday, between the hours of 2 a.m. and 6 a.m., except for the Blue Lot, First Street (Green) Lot, Montgomery Place Apartments, Mt. Olympus Apartments and Kile Apartments. Parking in these lots requires a decal/special hangtag for the specific lot/area or a visitor pass.
Parking in some areas of campus is restricted for Resident Directors, Community Government Association, and university vehicles. Handicapped parking spaces are located throughout campus. Cars parked illegally in restricted areas can be towed at the operator's expense. The operator can be fined.
Parking Fines

Disability Parking
Disability parking is available to those with a blue handicapped hangtag (placard) or handicapped license plate. Commuter students with a blue placard or license plate must register their vehicle and pay the $37.00 commuter parking fee. Residence hall students with a handicapped placard or license plate must register their vehicle and pay a $75.00 residence hall vehicle parking fee. Those who can legitimately display a handicapped placard or plate may park in a red designated parking lot provided all the disabled spaces are occupied at the time of their arrival. Disability parking is routinely monitored for fraudulent display of a placard. Violators are prosecuted to the fullest extent of the law.

Q. I am a visitor; what do I need to do?
A. Get a visitor's permit and display it in your vehicle. A visitor may park in any legally lined area on campus except metered parking, handicapped designated spaces, or reserved spaces/areas. Q. I have a guest staying overnight with me in the residence hall. Do they need a permit?
A. Yes. A permit must be obtained from University Police. Guests must park in the First Street (Green) lot.
Q. How many vehicles can I register at a time with University Police?
A. Faculty and staff may register up to three vehicles and a motorcycle. Students may register one vehicle and a motorcycle.
Q. Where should I park if I cannot find a place on lower campus?
A. Park at the orange lot on upper campus and ride the free shuttle bus to lower campus.
Q. What are the hours when restrictions apply to campus parking?
A. On Monday through Friday from 6 a.m. to 5 p.m., parking is restricted to the designated areas. Open parking is permitted from 5 p.m. to 2 a.m. Monday through Thursday, with the exception of the Heating Plant Lot, handicapped designated spaces, and metered parking spaces. There is no parking on campus from 2 a.m. to 6 a.m. Monday through Friday. On weekends, beginning at 5 p.m. on Friday until 2 a.m. on Monday, open parking is permitted, in any legal parking space except the special reserved areas, handicapped designated spaces, meter parking spaces, and the Heating Plant Lot.
Q. I'm eligible to register a vehicle, but I have brought an unregistered vehicle to campus or have misplaced my permit. What should I do?
A. Go to the University Police and get a temporary permit for that day.
Q. What should I do if my vehicle breaks down on campus?
A. Get a disabled vehicle permit from University Police within a half hour of the break down. The vehicle must be removed from campus property by 2 a.m.
Q. What happens if I ignore tickets?
A. If you have three unpaid parking tickets with one or more not paid for 20 days or more, your vehicle will be booted and/or towed at your expense.
