PRP 5200 - Emergency Response Policy

The University has an Emergency Response Plan. The Emergency Response Plan is available on file in the Vice President for Administration and Finance Office. The Emergency Response Plan is reviewed and updated annually. The University President will activate the University Response Management Team. The team then will meet and collectively determine the level of the emergency situation.

The Emergency Response Plan covers the following categories:

Defines university capabilities

Identifies the University Response Management Team (URMT)

Identifies types of emergency situations.

Identifies levels of emergencies

Identifies critical agency contacts

Establishes an emergency operation center

Establishes emergency notification procedures

Establishes contingency plans

Identifies Evacuation Procedures

Levels of Emergencies are defined as follows:

Level I

A Level I emergency generally includes minor incidents to be determined by the President upon consultation with other members of the University Response Management Team (URTM), such as actual or impending loss of property and/or actions that affects the university's schedule of classes. Level I emergencies involve situations that can be handled through normal operating channels.

Level II

A Level II emergency generally includes major incidents to be determined by the President upon consultation with other members of the University Response Management Team (URTM), such as those involving loss of property and/or personal injury or possible loss of life. Level II may include a Level I emergency that has escalated to Level II status.

Level III

This is the maximum level of emergency response preparedness and involves major incidents to be determined by the President upon consultation with other members of the University Response Management Team (URTM). Level III may include a Level I or Level II emergency that has escalated to Level III status. A Level III emergency is called by the President (or designated in-charge) or the Vice President of Administration and Finance when substantial loss of property and/or life has or is expected or likely to occur.
