1. In instances where the safety of personnel or the protection of property is in jeopardy or when the Rules of Criminal Procedure justify an arrest on view, the Officer shall be justified in making an arrest as that officer deems necessary. It is to be understood that such arrests shall be subject to the immediate review of the Director or his/her designee.
Under circumstances other than defined in Section 1 above, the prospective arresting officer shall seek the counsel of the Director or his/her designee.
