Contractor Responsibility

In addition to checking contractors prior to award that have been suspended or debarred via the DGS Debarment List,  pursuant to PASSHE Board of Governors Policy 1998-04-A:  Procurement of Goods, Services, Supplies, and Construction, the State System will participate in the Contractor Responsibility Program in coordination with the Office of the Budget and the Department of General Services. 

The Commonwealth’s Contractor Responsibility Program System (CRPS) is an internet-based system used to collect and disseminate information regarding contractor obligations; suspensions and debarments by the Commonwealth, the federal government, and other government entities; and contractor performance issues.  More information is available regarding the Contractor Responsibility Program in Management Directive 215.9, Contractor Responsibility Program.

Prior to contract award contractors and vendors should be screen via CRPS for suspension, debarment, obligations or any noted performance issues.
