PRP 3343 - Evaluation of Undergraduate Transfer Credits

This student transfer policy operates on the fundamental principle that, “competencies and learning outcomes developed and documented through prior learning are the basis of recognition of transfer credits…” (PASSHE Policy 1999-01-A). It is the intent of this policy to facilitate the acceptance and application of appropriate college-level credits awarded at regionally accredited institutions of higher education. The evaluation of credit earned at other institutions for transfer students is recommended by the Office of Admissions with final approval by the department chairperson. Credit is awarded for acceptable course transfers. Grades, quality points, and grade point averages do not transfer unless PASSHE Board of Governors policy 1991-03-A (Visiting Student Program) is applicable.

College level courses completed with a grade of C (2.0/4.0) or above from a two-year or four-year institution, accredited by one of the regional accrediting agencies, are usually transferred for a degree student. With the exception of courses covered by the State System of Higher Education Visiting Student and P2P Policies, courses taken with a grade of less than C (2.0/4.0) will not transfer to Bloomsburg University. Transfer credit will be deleted if the student subsequently registers for courses which substantially duplicate the content of courses accepted for transfer. When the substitution of transfer credit for a required course is in question because the course was taken in an unaccredited institution or because the description of standards of the course is unclear, a student is entitled to an opportunity to validate the course by examination. Courses taken in another institution on a pass-fail basis are acceptable for transfer as free electives, if they conform to the conditions for such grades at Bloomsburg University. Degree students of Bloomsburg University may take courses in other accredited institutions and submit the credit for transfer, provided the courses satisfy the criteria stated above. (See Policy 3604 concerning Graduation Requirements).

Transfer of Courses for General Education Points (GEPs)

All students transferring from other institutions to Bloomsburg University will have the opportunity to participate in coursework and experiences that recognize their prior learning and establish a path toward addressing the goals of MyCore. It is the intent of this policy to maximize the transfer of college-level credits within the framework of MyCore and PASSHE Student Transfer Policy (1999-01-A). Students will complete their academic program without unnecessary repetition of learning successfully completed at another institution. Review and recognition of prior learning will occur on a student by student basis. Departments will recommend the distribution of General Education Points (GEPs) subject to the following guidelines:

  1. All transfer courses that are equivalent to a Bloomsburg University course which earns general education points will also earn the general education points of the Bloomsburg University course.
  2. Non-equivalent courses are those that do not have a reasonably similar course between the transferring institution(s) to Bloomsburg University. Each department will have significant flexibility to determine non-equivalent transfer courses at the 100, 200, 300, and 400 levels. More specifically, each department can determine the General Education Points to be granted for 199, 299, 399, and 499 courses. Departments are also afforded the flexibility to go beyond the “99” courses and set aside “98” and “97” courses, each with a different slate of General Education Points. The recommendation for the GEPs for the non-equivalent course shall be made by the department in which the discipline is housed. GEPs for non-equivalent courses should be commensurate, by goal area and quantity, with those typically assigned within the department and can only be selected from already approved GEPs within the discipline. Such courses must be approved by the dean of the college, the General Education Council, and the provost. All others must be approved by the normal curriculum process. The GEPs awarded cannot, in total, exceed the number of credit hours for the course transferred or three, whichever is smaller.
  3. Departments may review the existing “99” (non-equivalent) courses to initially determine how these courses are to be aligned (i.e. stay as a “99” or change to a “98” or a “97” designation etc.). Such review of existing courses must then be approved by the dean of the college which will provide a recommendation to the Provost for final review and, if appropriate, approval.
  4. The department can choose to have a “99” course carry Zero GEPs.
  5. If a given department makes no GEP determination regarding “99” (non-equivalent) courses, it shall be assumed that those non-equivalent courses are to carry Zero GEPs.
  6. When appropriate, the evaluation of courses shall minimize the repetition of learning and facilitate the student’s ability to graduate with no more than 120 credit hours.
  7. These guidelines are to be reviewed within a timeframe not to exceed three years.

Credit for Prior Learning

Bloomsburg University students who would like to initiate the process for review of prior learning and possible awarding of credit should contact the Office of the Registrar. For the purposes of this policy, prior learning includes, but is not limited to, advanced placement courses, satisfactory scores on CLEP examinations, military training and experience, and credit by exam. Other educational and/or professional experiences may also be applicable. See also Board of Governor’s policy 1999-01-A (The Student Transfer Policy).

Appeals Process

If a student disagrees with the evaluation of transfer credits, they must submit an appeal form (available at the registrar's office) to the Chairperson of the department in which they major.

The appeal must set forth:
a. the specific transfer course(s) that are being questioned;
b. the Bloomsburg University course(s) that the student believes are equivalent; and
c. supporting documentation (course descriptions, syllabi, etc.)

The department Chairperson, while classes are in session, will make a determination within two weeks of receipt of the appeal and inform the student. The student may further appeal a negative decision to the Dean of his or her college. The decision of the Dean is final.
